STUDENT DISCIPLINARY REGULATIONS OF BEIJING NORMAL UNIVERSITY

i.    General Provisions

1.    These regulations are made to maintain the normal teaching activities and life order, to preserve the legitimate rights and interests of both the university and the students, and to ensure the public security on campus, in accordance with the Law of Education of the People's Republic of China, the Law of Higher Education of the People’s Republic of China, the Management Regulations of College and University Students (issued by MOE of PRC [2005], NO. 21 Decree) and the Conduct Criteria of College and University Students (issued by teaching department of MOE of PRC, [2005], NO. 5) and the Regulations for National Education Examination Disciplinary Methods (issued by the MOE of PRC [2012], NO. 33).
2.    These regulations apply to all who obtain student statuses in Beijing Normal University and to all newly enrolled students whose records are still in review. These regulations also serve as a reference for all non-degree students of Beijing Normal University.
3.    The misconduct, in these regulations, refers to the action of violating laws, rules, regulations, or various aspects of university management regime.
4.    The correction and disciplinary actions shall be combined together in the process by the university. The disciplinary actions shall be conducted legally, openly, fairly and justly. The disciplinary proceedings shall follow the correct procedure, have sufficient evidence, and be based on clear and accurate characterizations. The disciplinary actions shall be in accordance with students’ misconduct.
5.    Students have the right to state, defend and appeal against a finding of guilt, following the relevant procedure.

ii.    Disciplinary Action Types and Application

1.    Student disciplinary actions for violation of the regulations may include the following:
①Warning; ②Serious warning; ③ Demerit record; ④Probation at school; ⑤Expulsion.
2.    The period of student probation at school is one year which starts from the day when the action is conducted.
In the period of probation at school, students who have obvious progress could apply to release from the penalty ahead of time. However probation may not last for less than six months.
Students shall propose an application when the probation period expires. The Student Affairs Office or The Graduate School has the right to determine whether to release the penalty of probation on time or to prolong the period. Students who have other misconduct during the probation period shall be expelled from university.
To release the probation at school does not mean the penalty is vacated or it is not recorded in the student’s personal file.
3.    If the case is obviously minor and the students correct the misconduct after receiving criticism, students shall receive no disciplinary actions.
4.    Students who actively acknowledge the misconduct, eliminate the negative effects, or cooperate and contribute to the investigation of evidence shall receive lenient or mitigated disciplinary actions.
5.    Students who partake in misconduct because of imposition, beguilement, or fault shall receive lenient, mitigated or no disciplinary actions.
6.    If students who receive disciplinary actions realize their errors, decide to correct the misconduct and make obvious progress, there shall be an extenuation in the penalty accordingly.
7.    Any of the following forms of misconduct shall subject students to more serious disciplinary actions:
(1)     Students who create a bad effect or seriously damage the university’s reputation;
(2)     Students who deliberately complicit and testify falsely, which interferes with the investigation of evidence;
(3)     Students who take revenge on the prosecutors, witnesses or other relevant staff;
(4)     Students who instigate, force, or beguile others to misconduct;
(5)     Students who plan or organize group activities violating the regulations;
(6)     Students who participate in non-school activities violating the regulations;
(7)     Students who have other records of misconduct in the university.
8.    Students shall compensate the loss caused by their misconduct.

iii.    Misconduct and Disciplinary Actions

1.    Any of the following misconduct shall subject students to the disciplinary action of expulsion:
(1)    Students violate the Constitution of the PRC, undermine stability and unity or disrupt the social order;
(2)    Students violate state laws, leak state secrets, undermine government and destroy national unity..
(3)    The violation of national law constitutes a criminal offence.
2.    The penalty for violating state laws or rules shall subject students to the following disciplinary actions:
(1)    Students who receive the penalty of a warning shall receive a warning in school.
(2)    Students who receive the penalty of a fine shall receive the disciplinary action of a warning or a serious warning accordingly;
(3)    Students who receive the penalty of detention of less than five days shall receive the disciplinary action of a demerit record;
(4)    Students who receive the penalty of six to ten days shall receive the disciplinary action of probation at school.
(5)    Students who receive the penalty of more than eleven days or re-education through labor shall receive the disciplinary action of expulsion from the university.
3.    Students who bring to the university (or out of the laboratory and warehouse) firearms, ammunitions and controlled cutting tools, inflammable, explosive, poisonous, radioactive and corrosive substances, or infectious disease pathogens, which may disturb the public security, shall receive a demerit record; if the case is serious, students shall receive the disciplinary of probation at school; if the case produces any casualties or loss of assets, students shall be expelled from the university.
4.    Any of the following misconduct shall subject students to the disciplinary action of a demerit record; if the case is serious, students shall receive the disciplinary action of probation at school; if the case produces serious consequences, students shall receive the disciplinary action of expulsion:
(1)    Students move or damage the fire control facilities, or other signs;
(2)    Students who block the fire control passageway, falsely press the fire-alarm or make false reports of fire;
(3)    Students block the passage of fire engines or firefighters;
(4)    Students disturb the order of a fire site;
(5)    Students use naked flames in major place or locations of fire protection.
5.    Students found to be using prohibited private electrical devices in school dormitories, classrooms or the library shall receive a warning. Should a fire be caused as a result of said device the student will be put under probation or receive a demerit, leading to expulsion in more serious circumstances.
6.    Students who do not obey the order, decision or regulations from the government and the university, when a fire, an earthquake or an epidemic occurs, shall receive the disciplinary action of a demerit record; if the case is serious, students shall receive the disciplinary action of probation at school; Students who disrupt the public order in the critical situation shall receive the disciplinary action of expulsion from the university.
7.    Any of the following misconduct, which happens in during large-scale cultural, sports or academic activities, shall subject students to the disciplinary action of a serious warning; if the case is serious, students shall get a demerit record; if the case produces any casualties or loss of assets, students shall get a demerit record or probation at school:
(1)    Students who enter the site forcefully, despite persuasion from others/staff;
(2)    Students who violate the regulations on setting off firecrackers or other things on site;
(3)    Students who display banners containing insulting content;
(4)    Students who make a loud noise and rally the public to mass together in a crowd.
(5)    Students who throw objects into the site, despite persuasion from others/staff.
(6)    Students who instigate mass public gatherings that threaten public safety.
8.    Students who stir national feuds and discrimination, or spread relevant content in publications or on the Internet shall receive the disciplinary conduct of probation at school; if the case is serious, the students shall be expelled from the university.
9.    Students who organize illegal gatherings, marches and demonstrations without listening to warnings shall receive the disciplinary action of probation at school, if the case is serious, students shall be expelled from the university.
10.    Students who instigate, force or beguile others to participate in cult activities or superstitious sects, disorderly activities to society or physically harmful or students themselves who participate in these activities shall receive the disciplinary action of probation at school, if the case is serious, students shall be expelled from the university.
11.    Students who partake in religious activity on campus without listening to warnings shall be given a serious warning or demerit, with those who cause bad affects to be given probation or expulsion.
12.    Those who create illegal gatherings, produce illegal printed material or who use a certain activity or development of a group to control others in a way that damages the order of the school and society shall be put under probation and in serious cases expelled.
13.    Those who set-up their own private broadcasting or TV station on campus shall be put under probation and in serious cases expelled.
14.    Students who deliberately spread rumors, disrupt the stability of society and campus shall receive the disciplinary action of a serious warning; students who stir or organize a group riot shall receive a demerit record; if the case is serious, with violent, insulting and slandering or superstitious activities or seriously disrupt the social order, students shall be expelled from the university.
15.    Any of the following misconduct shall subject students to the disciplinary action of a warning or serious warning; if the case is serious, students shall get a demerit record or receive the disciplinary action of probation at school; if the case produces serious consequences, students shall be expelled from the university:
(1)    The setting up of unregistered student groups and the carrying out of activities under that name.
(2)    Should the members and founder of a student group severely break group regulations.
(3)    The unauthorized collection of activity or organizational fees.
16.    Students who affect or disturb the university’s public order shall get the following penalties:
(1)    Students who clamor or hold recreational activity without permission and hinder others’ work, study and rest and refuse to listen to dissuasion shall get a serious warning or a demerit record or the probation at school if the case is serious;
(2)    Students who disturb the order of classroom, laboratory etc., constantly disturb the teaching order and refuse to listen to dissuasion shall get a demerit record or probation at school or expulsion from the university if the case is serious;
(3)    Students who hold (undertake) large-scale activity without application and approval as required or though permitted but fail to take the necessary security measures as required shall get a serious warning, or penalties varying from a demerit record to expulsion from the university depending on the scale of seriousness if bad consequences are caused;  
(4)    Students who disturb the university’s order in other ways shall get a serious warning, a demerit record or probation at school if the case is serious.
17.    Any of the following misconduct shall subject students to the disciplinary action of a warning or serious warning if serious:
(1)    Putting up notices, road signs, posters, announcements, or other circulars at non-appointed places and refuse to listen to dissuasion;
(2)    Scoring or scrawling on desks, washroom, school buildings or other public places or damaging lawns, flowers and trees;
(3)    Taking pets into classrooms, offices, laboratories or dormitories etc. and refusing to listen to dissuasion;
(4)    Smoking in dormitories, classrooms, libraries or other places where smoking is not allowed and refuse to listen to dissuasion;
(5)    Running a business without a license or setting up a booth at un-appointed places to sell personal stuff.
(6)    Exchanging or illegally occupying a dormitory room.
(7)    Allowing people not enrolled at the university to live in your dormitory.

18.    If you let a person of the opposite sex spend the night in your room or if you stay overnight in the room of the opposite sex, you shall get a demerit record; if you violate this rule frequently, or the behavior has caused bad affects, you are expelled from the university.
19.    If you drink irresponsibly and cause a disturbance you will be given a warning and in serious circumstances a demerit or probation.
20.    The following will result in a warning and in serious circumstances a demerit or probation and in extenuating circumstances expulsion:

(1). Students who send terror letters, blackmail or otherwise threaten the safety of others.
(2). Those who insult or slander others in public.
(3.) Those who send others lurid, insulting or terrifying messages and disturb the day to day lives of others.
(4.) Those who spy or wiretap others and general invade the privacy of others.
(5). Causing a lurid scene and exposing one’s body naked in public.
(6). Molesting others and disturbing their life and study.
(7). Generally disturbing the normal life of others.

21.    Any of the misconduct of willfully maiming others shall subject students to the disciplinary actions as follows:
(1)    Students who hurt others’ body shall get a demerit record; if the wound is obviously minor, students shall receive the disciplinary action of probation at school; if it is a slight wound, students shall be expelled from the university;
(2)    Students who provoke fights and quarrels shall receive a serious warning; if the case is serious, students shall get a demerit record.
(3)    Those who hit others shall be either be warned or expelled depending on the seriousness of the incident.
(4)    Students who are partial to one side in a quarrel in the excuse of persuasion, which causes serious consequences or slight wounds to others shall get the probation at school or expelled from the university;
(5)    Students who beat others with tools or offer tools to those who fight shall get probation at school if there is no wound; if there is a slight wound, the students shall be expelled from the university;
(6)    Students who beat or hurt others several times, or hurt several persons at once shall get probation at school; if the case is serious, students shall be expelled from the university;
(7)    Students who fight in a group, which does not cause any harm or wound, shall get probation at school; if the case causes any wound to others’ body, students shall be expelled from the university; students who lead or start the fight shall be expelled from the university.
22.    Students who hide, discard, damage or illegally open other people's letters shall get a warning or serious warning; if the case produces serious consequences, students shall get a demerit record or probation at school.
23.    The stealing of another’s ID to engage in illegal or unusual activities or that leads to their economic loss shall be given a warning, demerit or above.
24.    Anyone in prostitution, whoring, luring or introducing others’ into prostitution shall be expelled from the university.
25.    Anyone producing, transiting, copying, selling, lending, distributing or broadcasting obscene articles such as, books and magazines, pictures, films, videos, or spreading obscene information by the Internet, telephone or any other communication tool, shall get the disciplinary action of probation at school; if the case is serious, the party shall be expelled from the university.
26.    The one who participates in gambling shall get a demerit record; The one who participates in a large-scale gambling, provides conditions for the purpose of making money, gambles in organization, or gambles with the people outside of school, shall get the disciplinary action of probation or be expelled from the university.
27.    Anyone who takes and injects drugs or takes part in the illegal production, buying and selling, trading narcotics or other forbidden drugs, in accordance with the seriousness of the case, shall get the disciplinary action of probation at school or be expelled from the university.
28.    Take part in or introduce others to illegal commercial activities. If warnings are not heeded you will receive a warning and in serious circumstances will be given a demerit or expulsion.
29.    Students who steal, swindle, seize, blackmail individual or public property, which does not meet the state standard of recording, shall get a demerit record; students whose misconduct meets the state standard of recording but not the standard of crime shall get probation at school; students whose misconduct meets the state standard of crime or above shall be expelled from the university.
30.    Any of the following misconduct shall subject students to the disciplinary action of a warning, a demerit record if the misconduct is serious, or get probation at school or be expelled from the university if the consequences are serious:
(1)    Receiving stipends, subsidies and loans through falsifying one’s family economic condition;
(2)    Embezzling other people’s or organization’s card and password/PINs;
(3)    Lend student ID Card or other cards which are limited to individual use in the university to others and cause bad consequences
(4)    Stealing official seals, classified documents and files etc.
(5)    Modify without permission or forge certificate or official seal.
(6)    Forge, temper or false use the university documents or recordings.
(7)    Falsely report loss and assume a false name to get a certificate.
(8)    Forge or buy in and sell illegally various university vouchers at a profit.

31.    Any of the following misconduct shall subject students to the disciplinary action of a serious warning, a demerit record if serious, probation at school or expulsion from the university if the case produces serious consequences:
(1)    Violate regulations to enter into computer information systems and cause harm;
(2)    Violate regulations to delete, modify, add or disturb the computer information system and cause the computer information system unable to work;
(3)    Violate regulations to delete, modify or add data or application saved, processed or transmitted in computer information system;
(4)    Create or spread destructive program such as computer virus etc. intentionally to interfere with the normal running of computer information system;
(5)    Modify, move, destroy, copy, download or spread files or other information stored in other’s or public computers or on the internet without permission;
(6)    Embezzle other people or organization’s network account number and password;
(7)    Issue harmful information and cause bad effect.


32.    Any of the following misconduct shall subject students to the disciplinary action of a warning, a demerit record if the misconduct is serious, or get probation at school or be expelled from the university if the consequences are serious:

(1). Leading to damage and loss of public property because of lack of managing responsibility or inflate, embezzle, have unclear account in the management of public property;
(2). Transferring or using the university’s or other people’s scientific and technological achievements without permission;
(3). Providing information or instruments for other people to impinge the country, collective or other people’s property;
(4.) Purchasing stolen goods when they know it perfectly well or conceal, shelter, destroy, transfer stolen goods or help to do so;
(5). Intentionally damage the university’s public goods such as windows, doors, glass, lightings, computers or network, audio and video equipments and so on;
(6.) Steal or intentionally tear or damage books, newspapers and periodicals of the library or the reference room, or download electronic books and resources viscously without permission;
33.    Any of the following misconduct of infringing intellectual property rights shall subject students to the disciplinary actions as follows:
(1)    Students who reveal the university’s classified data such as scientific and technological achievements, technological data etc. shall get a serious warning or a demerit record or sever penalties if serious;
(2)    Students who transfer or use the university’s intellectual property secretly without permission shall get a serious warning or the probation at school if the case is serious;
(3)    Students who publish other people’s or the collective achievements in scientific research, experimental data, research report etc., in which he or she is only one of the members, without permission shall get a warning or a serious warning, or be punished by getting a demerit record to being expelled from the university, depending on the scale of seriousness.

34.    Any of the following misconduct shall subject students to the disciplinary action of a warning or a serious warning; if the case is serious, a demerit record is given; if individual interest has been gained from the misconduct, students shall get the probation or be expelled from university:
(1)    If you release an unauthorized announcement and news to the outside in the name of university, or make unauthorized promise on behalf of the university, or take part in social activities in the name of university without permission.
(2)    In personal commercial activities, the name or the logo of university is used in the promotional materials such as signboard, advertisement, post, files and so on, and it has a bad influence;
(3)    Unauthorized participation in social activities in the name of university, college (department, institute) or student organizations without permission and has a bad influence.
35.    The act of obstructing the faculty’s management of the rules, violating the management disciplines, shall get a warning or a serious warning; if the circumstances are serious, students shall get a demerit record or the disciplinary action of probation at school.

36.    Students whose absence from school reaches 20 study periods shall get a warning, a demerit record for a second absence of 20 study periods, and probation at school for the third time.
During the practice which is counted by week, each day accounts for 6 study periods.
37.    Students whose absence from school which is without authorization is less then 4 days shall be given a warning, a serious warning if it is 5 to 6 days, a demerit record if it is 7 to 8 days and probation at school if it is 9 to 10 days.
Saturday, Sunday, legal and school holidays do not count in the counting of continual days.
38.    Students who are late for school or leave school early constantly shall get a warning, or a demerit record if serious.
39.    For taking part in unauthorized activities with members of staff a warning or in the case of great loss expulsion.
40.    For taking part in unauthorized participation in school activities a warning or in the case of great loss expulsion.
41.    For deliberately taking part in activities to cause disruption a warning or demerit.

42.    Any of the following misconduct of violating the examination rules shall subject students to the disciplinary actions of a warning or a serious warning, or a demerit record if serious, or the probation at school or sever if he or she repeatedly violates the rules and refuses to listen to dissuasion.
(1)    Take an examination forcefully without carrying the admission card of the examination, the student identity card or the ID card and refuse to listen to dissuasion or disturb the order of the examination room;
(2)    Carry or have not placed at the appointed place goods that are not allowed to be carried into examination room;
(3)    Have not taken an examination at an assigned seat and refuse to follow the examiner’s instructions;
(4)    Begin to answer questions before the start signal or continue answering questions after the end signal;
(5)    Break up the bound test paper without permission during the examination;
(6)    Put the test paper or answer sheet with answers beyond the width of one’s seat and refuse to listen to dissuasion or provide convenience for others to copy;
(7)    Whisper, use secret signals or gestures to each other during the examination;
(8)    Clamor, smoke or disturb the order of examination room in other ways at the examination room or other places where educational testing organizations forbid such behaviors;
(9)    Leave the examination room without the permission of the testing staff during the examination;
(10)    Take paper used in the examination such as the test paper, the answer paper (including answer card, answer sheet etc., hereafter the same), the paper for drafting out of the examination room without permission;
(11)    Use pens or paper that are not appointed or write names, test number outside the appointed place of the test paper or make marks in other ways;
(12)    Intentionally disturb the order of the examination working place such as the examination site, examination room, answer sheet evaluation room etc. or refuse to let the testing staff fulfill or hinder them from fulfilling their duties;
(13)    Violate the examination rules in other way.
43.    Any of the following misconduct of cheating during the examination shall subject students to the disciplinary action of probation at school or expelled from the university if the case is serious:
(1)    In closed-book examination, carry written materials or electronic devices with materials that are related to the test content;
(2)    Transmit or accept the transmission of contents related to the test through various means and opportunities;
(3)    Whisper or talk with others about what are related to the test outside the examination room;
(4)    Take the test paper out of the examination room or revise the answers forcefully after having handed it in;
(5)    Steal or directly take other people’s test paper, answer card, answer sheet or paper for drafting or force others to provide convenience for one’s copying;
(6)    Copy or assist others to copy answers or other materials related to the test content;
(7)    Intentionally tear the test paper, answer sheet or other materials related to the examination;
(8)    Fill in the answer sheet with such information as name, test number etc. that does not accord with one’s real identity;
(9)    Cheat in the examination in other ways (except those included in Article 20).
44.    Any of the following misconduct of cheating during the examination shall subject students to the disciplinary action of expulsion from the university:
(1)    Use communication devices to cheat during the examination;
(2)    Let others replace him or her in the examination;
(3)    Replace others in the examination;
(4)    Plot and implement the plot together with others to cheat in the examination;
(5)    Organize others to cheat in the examination;
(6)    Steal the test paper;
(7)    Refuse to mend his or her way despite of repeated admonition and cheat in the examination for a second time.
45.    Students who take prohibited drugs or cheat in other ways in various sports competitions shall get a warning or probation at school if it takes place in competitions above the university level.
46.    Students who are replaced by others or replace others to various sports competitions shall get probation at school or expulsion from the university if it takes place in competitions above the university level.
47.    Any of the following misconduct of violating the academic criterion shall subject students to the disciplinary actions as follows:
(1)    Students who violate the academic criterion through plagiarizing,forging etc. in course learning, scientific research or other unpublished academic achievements shall get penalties varying from serious warning to expulsion from school, depending on the scale of seriousness;
(2)    Students who violate the academic criterion through plagiarizing,forging etc. in graduation thesis or degree thesis writing (designing) shall get penalties varying from a demerit record to expulsion from the university, depending on the scale of seriousness;
(3)    Students who violate the academic criterion through plagiarizing,forging etc. in academic papers, monographs, books of which he or she is the thief editor or editor published when he or she is at school shall get a demerit record or worse depending on the scale of seriousness, the probation at school or worse if severe bad impact on the academia and society is caused, expulsion from the university if it is judged as plagiarism by a judicial organ.
48.    Students who modify or forges school report cards, signatures, recommendation letters or other proof related to school work or academic level shall get a demerit record or probation at school if the case is serious.

iv.    Disciplinary Proceedings

1.    The Student Affairs Office is in charge of undergraduate students’ misconduct; The Graduate School is in charge of graduate students’ misconduct.
2.    After students’ violation of the discipline, a research group (of no less than two members) shall be assigned by the related department to find out the truth, collect evidence and make research records in a legal way.
Students who relate to the student or the party involved in the affair ought to be shunned from the case.
3.    As for students’ violating study discipline behaviors, The Student Affairs Office is responsible for the research and evidence collection for undergraduate students and it shall propose disposal suggestions; the Graduate School is responsible for the research and evidence collection for graduate students and it shall propose disposal suggestions.
As for students’ behaviors of violating Student Accommodation Management Principles, the center of dormitory management is responsible for the research and evidence collection and it shall propose disposal suggestions to The Student Affairs Office or The Graduate School.
As for students’ behaviors of violating Students’ Organization Management Principles, the Youth League Committee of the university is responsible for the research and evidence collection and it shall propose the disposal suggestions to The Student Affairs Office or The Graduate School.
As for students’ behaviors of violating Punishment Law in Respect to Management of Public Security or other illegal behaviors, the Security Department shall propose disposal suggestions to the Student Affairs Office or the Graduate School according to the dealing result of judicial authority.
As for students’ other misconduct, the college (department, institution) shall do the research and evidence collection with related departments and propose disposal suggestions to The Student Affairs Office or The Graduate School.
4.    The following evidence, after being verified, can be the basis for punishing the students violating disciplines.
(1)    Documentary evidence;
(2)    Material evidence;
(3)    Witness and testimony;
(4)    Statement of the party;
(5)    Audiovisual reference material;
(6)    Appraisal conclusion;
(7)    Record of investigation, spot record
(8)    Appraisal conclusions drawn out by other related department in accordance with the law.
5.    Before making any penalty decision, the university must notify the accused student of the facts that violate discipline, imminent disciplinary actions and the evidence for the disciplinary actions, and listen to the explanation and defense of the student (or his or her agent), and make formal notes. The student or his or her agent shall sign the note; if he or she refuses to sign the note, the recorder shall make an explanatory note.
6.    When the university intends to expel a student from the university, the student can submit a written application for the hearing within the fifth weekday after having received the planning disciplinary action notice; if no application has been entered by the deadline, or he has missed the hearing without a good reason, it is considered as giving up the right for hearing. Students who give up the right of a hearing cannot make an application for the hearing again.
7.    Disciplinary actions of warning and serious warning shall be decided by the Student Affairs Office and the Graduate School; the disciplinary action of a demerit record and probation at school shall be proposed by the Student Affairs Office and the Graduate School, and be ratified by the university leader in charge; the disciplinary action of expulsion from the university shall be proposed by the Student Affairs Office and the Graduate School, and be ratified by the Presidents Conference.
8.    The disciplinary action decision letter shall be delivered to the party by the university.
The disciplinary action decision letter shall be drafted by the Student Affairs Office and the Graduate School, be issued with the university seal and be filed into administrative archives and the individual archive of the student. The disciplinary actions towards students must be entered into the records of Beijing Education Department.
The disciplinary action decision letter shall contain the disposal and the dispelled fact, reasons and evidences, and notify the student of his or her right to plead and the deadline of grievance.
9.    Within ten weekdays from the day when the decision is made, the disciplinary action decision letter shall be sent to the punished students by his or her school (department, institute) and the student must sign on the return receipt. If the student refuses to sign, the server shall make an explanatory note on the return receipt and have two witnesses sign to prove it.
If the punished student is not on campus, the college (department, institute) must mail the disciplinary action decision letter to the student with a registered letter according to the mail address the student offers. If the letter is rejected, a record must be made on the return receipt and two witnesses sign to prove it.
If the punished student has been lost, the letter can be sent by leaving rejected process at the place or by public announcement. Public announcements shall be put up on the appointed notice boards, or announced on the appointed websites. Sixty days after the day of the announcement, the decision shall be regarded as having been served. The officials of the university shall make a record of the process of public announcement and have two witnesses to sign to prove it.
10.    The disciplinary action on the student comes into effect from the date of the decision; All the direct related rights and interest of the student shall be disposed as the decision letter arrives.
11.    The University shall issue a study certificate to a student who is expelled from the university, and inform the Embassy or Police according to the situation
12.    After receiving the disciplinary action decision letter, the expelled student shall leave school with formalities within the deadline (within two weeks normally) stated in the decision letter.
13.    The Student Grievance Committee shall be founded in the university to deal with students’ grievance affairs.
14.    If the student is contentious to the decision, by the fifth workday after receiving the decision letter sent out from the university, he shall submit a written plea to Student Grievance Committee according to “Management Measures for Students’ Grievance in Beijing Normal University”. If no written plea has been submitted within the time limit, this right is waived.
15.    The materials on the disposal of the student violating the discipline, including the original materials, the disciplinary action decision letter, return receipt, shall be kept in the administrative archives by the Student Affairs Office and the Graduate School. The second copy of the disciplinary action decision letter shall be filed into the student’s archive.

v.    Supplementary Articles

1.    The terms used in the rules of “above” and “below” shall include the principal figure or the disciplinary action level.
2.    These rules come to effect as of September 1st , 2012.
3.    The interpretation of these rules shall be vested in the Student Affairs Office and the Graduate School.
